Running `make setup` from scratch results in error #26

Don't wanna break workflows but it seems the .env include is doing it. Once this file is there, it's all good. Maybe we just need to switch around the README steps to tell people to make that file first? Or maybe there is some cool Makefile way to make this work as is.

Makefile:3: .env: No such file or directory
make: *** No rule to make target '.env'.  Stop.
